With reference to your letter No. 23 of the 10th. ultimo, I have the honour to inform you that I have on the Attorney-General's advice decided to withdraw the extradition proceedings against Lo Kwat and to take no further action against the accused, whose deportation I have at present under considera- -tion.

The evidence forthcoming in the case is so in- -adequate that I entertain the gravest doubts about the genuineness of the charge and I am strongly of opinion that the Canton Authorities are in this case endeavouring to procure on a bagus charge the rendition of one who is for political reasons obnoxious

to them.

I have therefore to request that you will be so good as to inform the Chinese Authorities that Lo Kwat whose

extradition has been applied for, has in his defence successfully established an alibi and that I have no alternative but to grant

the man's release.
